Cabinet secretary lists 12 types of secretaries: File throwers, file sitters, latecomers… | India News

NEW DELHI: It began as a regular meeting. But the senior bureaucrats who had gathered at a performance review meeting on Tuesday were in for a surprise — and not a particularly pleasant one, even though the point was made with a generous dose of humour.Cabinet secretary T V Somanathan unveiled a presentation on 12 types of bureaucrats, which is believed to have left many present at the meeting squirming. Among the types listed by Somanathan were officers who ask women colleagues to come a bit too close for comfort to show them a document; those who throw files and speak rudely; and those who call in staff on Saturdays, then arrive late themselves.Other entries included officers who call meetings after 7pm, sit on files, or send ministers decisions they could take themselves. Each type was accompanied by a cartoon, in many cases work by TOI’s legendary cartoonist R K Laxman.Apart from cartoons and indirect criticism, there was a quantitative component to the meeting too — the secretaries of various govt departments were ranked on various performance parameters. The CabSec’s broader message, officials said, was about running better meetings and making the workplace more conducive to getting things done.He also informed officers about the Centre’s plans to roll out the next round of reforms, Deregulation 3.0, from Jan, aiming to cut red tape, simplify compliance and improve the ease of doing business.
Clustered near-10 scores make it tough to pick out stars: CabSec
At a meeting of senior bureaucrats on Tuesday, Union cabinet secretary T V Somanathan urged faster inter-ministerial consultations. Union finance and commerce ministries, Somanathan is learnt to have said, should send their views promptly to avoid any delays. The cabinet secretary also noted that officers’ performance scores often cluster close to 10 on a scale of 1 to 10, leaving the ranking system with little room to demarcate the stars from the merely satisfactory.Meanwhile, the department of food and public distribution took the opportunity to flag that around 1 lakh railway employees have ration cards allowing them to receive free foodgrain under the Pradhan Mantri Garib Kalyan Anna Yojana.

Calling it a disciplinary issue, Somanathan directed Railway Board chairman Satish Kumar to ensure that the employees surrender their ration cards.Last month, the food department had written to the cabinet secretary about ration cards being used to establish family identity under Ayushman Bharat’s Pradhan Mantri Jan Arogya Yojana (PMJAY) scheme, even though they are not a formal eligibility requirement.
