Telangana high court reserves orders on Amrapali’s plea against stay on T cadre allotment

Hyderabad: The Telangana high court on Tuesday reserved orders on an application filed by IAS officer Amrapali seeking to vacate an interim stay on a Central Administrative Tribunal (CAT) order that had directed her allocation to the Telangana cadre.A division bench comprising Justice Moushumi Bhattacharya and Justice Renuka Yara said orders would be pronounced within two weeks and adjourned the matter until after the Dasara holidays. The case stems from a petition filed by the Centre challenging the CAT, Hyderabad, order issued in June directing Amrapali’s allocation to Telangana. While hearing the Centre’s challenge, the high court in Dec 2025 stayed implementation of the tribunal’s order pending final adjudication of the matter. Amrapali subsequently moved an interlocutory application seeking vacation of the interim stay.Senior advocate Avinash Desai, appearing for Amrapali, contended that she had suffered injustice during the cadre allocation process following the bifurcation of Andhra Pradesh. He argued that two officers who were initially treated as insiders in the undivided state were subsequently classified as outsiders in an Oct 10, 2014, notification, resulting in a reduction in the number of general-category insider posts allotted to Telangana.According to Desai, J Ramanand of Rajahmundry and Rani Kamuji of Secunderabad were originally shown as insiders but were later treated as outsiders, altering both the insider-outsider ratio and roster allocation. “As a result, one general category insider post that should have gone to Telangana was additionally allotted to Andhra Pradesh,” he argued.Desai further submitted that cadre allocation during the state’s reorganisation was required to ensure equitable distribution in terms of Section 80 of the Andhra Pradesh Reorganisation Act.Additional solicitor general B Narasimha Sharma, appearing for the Centre, opposed the plea. He argued that the 2014 cadre allocation process had not been directly challenged and had no bearing on the dispute arising from the present orders. The bench reserved its orders on the application.
