Grievances pile up as health centres across Telangana left headless | Hyderabad News

Hyderabad: For over three months now, the Telangana Vaidya Vidhana Parishad (TVVP), now functioning as the directorate of secondary health (DSH), has been operating without a full-time commissioner, leaving around 184 district, area and community health centres (CHCs) without an administrative leadership.Doctors and staff said the prolonged delay has hampered routine oversight and put additional strain on services across Telangana’s secondary-care network. The DSH supervises district hospitals, area hospitals and CHCs across the state. In June this year, the TVVP was restructured as the DSH after the implementation of the TVVP Repeal Act. The govt also delegated financial powers to the new directorate through GO 72.Members of the Telangana Govt Doctors Association (TGGDA) highlighted that the absence of a permanent head had weakened administrative monitoring and delayed resolution of important service matters.“The prolonged delay has further weakened monitoring of doctors’ attendance. Other issues include irregular laboratory services, intermittent medicine and consumable supplies, delayed staff promotions and unresolved service-related grievances,” said a senior member. He added the govt should immediately complete the DSH administrative structure and appoint either a full-time director or an in charge head of department. “The appointment is essential to clear routine files and address the concerns of doctors serving in secondary-care hospitals,” said the member. In a press release, the TGGDA said the complete administrative framework for DSH was yet to be put in place. The association said doctors’ promotions, special increments and other service-related files remained pending. The association also sought uniform use of the “directorate of secondary health” name in all govt records, websites, official orders and administrative systems. It said this was needed to avoid confusion after the restructuring of TVVP.
